How
Rates are Structured
Electric rates are made up of three
components including a customer service charge, a demand
charge, and an energy charge. The customer charge is a flat
monthly charge which recovers fixed costs such as materials,
operations and maintenance, and accounting costs. Demand
charges are in the form of dollars per kilowatt. Demand
charges recover the supplier's capital investment and substation
costs associated with providing sufficient capacity to a
customer, regardless of energy used. The energy charge is
in the form of cents per kilowatt-hour and is for purchased
power and fuel. Customers are grouped into classes according
to expected energy and demand needs. Small commercial and
residential customers pay only customer and energy charges.
Large commercial and industrial customers pay customer,
demand and energy charges.

Participation
Fees
- Several monthly
membership packages are available to meet your individual
or family needs.
- A daily rate
of $2 is also available.
- Aerobics Classes
are $3.50 per class per participant or $30 /month which
includes privileges of all exercise options - unlimited
attendance.
Creating an exercise
routine utilizing several of the exercise amenities will
provide you the best overall results for strength, fat burning,
and cardiovascular workout.
In the event
you have not participated in a structured exercise program
within the past six months, consult your doctor or health
practitioner prior to beginning a new exercise program.
Always drink
plenty of water prior to and during your workout.
When you feel thirsty your body is nearing dehydration.
Continue drinking water following your workout to replenish
the fluid lost during exercise.

CEMETERY RATES AND
FEES
Both cemeteries have lots available
for sale at affordable prices. Elmwood Cemetery has
over two acres available for lot purchases, plus some
fill-in areas in other sections. Odd Fellows Cemetery
has at least an acre available for lot sales as well.
The office for lot sales and customer service for
both cemeteries is located at Elmwood Cemetery on
Richard Street. For information regarding lot sales
or other fees or services, call 382-1656.

GAS
DEPARTMENT RATES AND FEES
Services
will be installed at customers residence at a cost of
$100.00 tap fee and a $1.00 per foot to the house (meter
location).
Service
relocation will be done at customers request at a
cost of time (labor) and material.
Residential Customers
The Springfield Gas Department will extend a gas
main two hundred (200) feet at no charge for a residential
customer located within the city of Springfield. Any
footage installed in excess of the two hundred (200)
feet shall be required to make a contribution in aid
of construction of $3.60 per linear foot.
The Springfield Gas Department
will extend a gas main five hundred (500) feet at
no charge for a residential customer located outside
the city of Springfield. Any footage installed in
excess of the five hundred (500) feet shall be required
to make a contribution in aid of construction of $3.60
per linear foot.

Gas Department for the pricing for residential gas
main extensions involving more than one (1) customer.
Commercial, Industrial and
Development Customers
Please contact the Springfield
Gas Department for the pricing for commercial and
industrial gas main extensions and for the pricing
for gas main extensions for developments to be served
by the Springfield gas system.
ENGINEERING RATES AND FEES
The City of Springfield
has 202 topographic maps that cover the city and the
urban growth boundary. These maps are available to the
public at the following costs:
- Digital dwg file format copies
are available at a cost of $100.00 per map
- Color plots of each
map are available at a cost of $50.00 per map.
Most land disturbance work
within the City of Springfield will require a Land
Disturbance Permit. Please contact the Engineering
Department before starting any land disturbance work
so that a decision can be made about whether a Land
Disturbance Permit will be needed to perform the proposed
work. The cost of a Land Disturbance Permit is fifty
dollars ($50.00).
AIRPORT RATES AND FEES
HANGAR RENTAL AGREEMENTS
Persons desiring to rent hangar space shall execute
a hangar lease agreement with McCauley Aviation, Inc. The
term of the agreement is for a minimum of one (1) month
and will renew automatically from month to month thereafter,
subject to thirty (30) days written notice from either party.
In addition to the rent, a deposit is required that will
be refunded after all rent, assessments and cleanup have
been satisfied. The monthly rental rates for hangars are
as follows:
T-hangars -$205.00
Commercial hangars - $650.00
Carousel hangar - $169.00
ANIMAL CONTROL RATES & FEES
Any responsible person wishing
to adopt a dog or cat may do so by going to the animal shelter,
picking out an animal, and paying the required fees. The
adoption fee for a dog is $25.00, ($20.00 for a cat), and
the Spay/Neuter Fee is $25.00. The Spay/Neuter fee will
be refunded if the Adopter provides proper documentation
of the procedure to the city.
FINANCE RATES & FEES
| 1. |
Application for Service
Each prospective customer desiring utility service is
required to complete and sign an "Application for
Service" form. Two (2) identifications are required,
with one being the customer's Social Security Card. Applications
received before 12:00 noon will receive service by 4:30
P.M. of the same working day. Applications received after
12:00 noon will receive service by 12:00 noon of the next
working day. Although this procedure will be followed
as close as possible, occasions may occur that requires
a variation from the regular service policy. |

Service
Charge
|

A.
|
Service
charges will be administered to all new customers, present
customers transferring to different locations, customers
desiring to change name on accounts and contractors during
construction process. Service charges must be paid before
any utility service is supplied. An additional fee will
be charged for customers wishing to turn on service(s)
after normal working hours. |

|
|
|
B.
|
Contractors will not
be charged for services that are not being used during
construction if the utility account is in the construction
company's name. All services will be charged when the
utility account is set up under the occupant's name. |

| 3. |
Customer's
Service Standards
|
|
A.
|
All wiring,
piping and any other utility related connections must
conform to the Utility Department's requirements; service
lines and plumbing must be kept in good and workable condition;
and accepted modern standards of National and Tennessee
State Codes must be followed. For example, Contractors
must have all water boxes and yokes to grade before service
will be read into customer's name and any known leaks
must be repaired before service will be rendered by the
City. |

|
|
B.
|
Rental Property: When
one (1) utility meter serves more than one residence,
the service for that meter shall be in the property owner's
name. |
|
|
|
|
C.
|
Rental Property: When
a water leak occurs and the owner is notified, and the
leak is not repaired after two (2) consecutive billings,
the water service will be transferred into the property
owner's name until the leak is repaired. After three (3)
consecutive billing months of no leaks being reported,
the service may be re established into the tenant's name.
(With the understanding that if the water service is terminated
by the property owner, the electric service will also
be terminated by the City due to public health law requirements
and service will not be reconnected until appropriate
repairs are rendered). |

| 4. |
Billing |
| |
|
|
|
A.
|
Bills will be rendered
monthly and shall be paid within five (5) days from gross
due date or service may be disconnected. Failure to receive
bill will not release customer from payment obligation. |

|
B.
|
Where only one (l) meter
serves multiple locations or accounts, the owner of the
property shall have their name on the account as the responsible
party. For example: One (1) meter serving two (2) or more
apartments. |
|
|
| 5. |
Discontinuance of
Service by City Utilities |
|
|
|
| |
A.
|
The Utility may refuse to connect or
may discontinue service for the violation of any of
its rules and regulations or for making false applications
or contracts by the customer.
|
| |
|
|
| |
B.
|
Services will not be connected if a
previous bill is owed the Utility. A minimum of 75%
(amount over $200.00) has to be paid before services
can be connected.
|
| |
|
|
|
C.
|
Services may also be discontinued to
customer for the theft or destruction of any utility
service or the appearance of theft devices on the premises
of customer or any form of tampering that damages the
utility service. Additional charges for tampering may
be administered before service is restored.
|
|
|
| |
|
| 6. |
Cut off for Non-Payment
The City Utilities requires payment in cash, money
order or cashier's check whenever services have been discontinued
for payment violation. Service(s) may not be reestablished
until the next business day. |
|
|
| |
|
| 7. |
Reconnection Charge
Whenever service has been discontinued by the City, as
provided above, or a trip is made for the purpose of discontinuing
service, a reconnection charge will be collected by the
City before service is restored. A reconnection fee will
be charged a customer when the cut off leaves the Office
with the customer's name on the list to disconnect. An
additional fee will be charged for reconnects for nonpayment
after 4:00 P.M. |

| 8. |
Termination of Service
by Customer
Customers who wish to terminate service must give one
(1) day notice to that effect. |
|

|
| 9. |
Adjustments to Utility
Service Accounts
The City will make normal adjustments on customer accounts
when routine errors occur. Other adjustments will be made
on the following basis: |

A.

Water Leaks Adjustments
for leaks on the customer side of the meter will be limited
to
two (2) consecutive billing period adjustments for any
one (1) leak. Only one (1) water leak adjustment will
be allowed in any twelve (12) month period. Adjustments
will be regulated by City Ordinance 092 13. A signed plumber
affidavit showing proof of repair will be required before
any adjustment can be issued. |

B.
|
Sewer Leak
Adjustments Sewer bills will be adjusted to an average
annual bill when a
leak occurs in the water system of the customer and the
leak does not enter the sewer
system. An example of this would be a pipe leak on the
customer's property. Water leaks that enter into the sewer
system, such as a faucet leak, will be adjusted on the
same basis as a water leak. Sewer adjustments are also
limited to two (2) consecutive billing period per leak. |

C.
|
Swimming Pools There will be one
(1) adjustment per calendar year for filling of swimming
pools. The adjustment will be for sewer only and will
not be adjusted below the annual held
by the pool.

| 10. |
Bad
Check Policy
When financial institutions return checks to the City
for insufficient funds or
accounts closed the City will issue a service charge to
the writer of the check and require the check to be picked
up by a specified date. Customers with insufficient fund
checks will be allowed ten (10) days from notification
to pick up before service(s) are discontinued. Service(s)
will be discontinued immediately on checks returned on
accounts closed. |

COMMUNITY DEVELOPMENT & PLANNING
RATES AND FEES
The City of Springfield
Subdivision Regulations may be accessed by returning to
the Home Page and clicking on the Subdivision Regulations
link. A copy of the Subdivision Regulations may be purchased
from the department at a cost of twenty-five dollars ($25.00).
The department staff members are always available to answer
questions about subdivision regulations and residential
development.
The following Subdivision
Review Fees have been adopted by the Board of Mayor and
Aldermen:
Preliminary Plat $50.00
plus $5.00 per lot
Final Plat $100.00 plus $10.00 per lot

PUBLIC WORKS/STREET & DRAINAGE
Excavation in City Streets
It is unlawful for any person, firm, corporation, association,
or others to make any excavation in any street, alley, public
place or city right-of-way, or to tunnel under any street,
alley, public place or city right-of-way without first having
obtained a permit from the Public Works Department. An application
for a permit must be accompanied by a cash deposit, certified
cashier's check or nonrefundable letter of credit to the City
of Springfield. The deposit shall be a minimum of five hundred
dollars ($500.00) which can be raised to an amount adequate
to cover the cost of restoration. In lieu of a deposit, the
applicant may deposit with the Public Works Department a surety
bond in such form and amount as the Public Works Department
shall deem adequate to cover the costs to the municipality
if the applicant fails to make proper restoration.
In addition to making the deposit or
giving the bond required to ensure that the proper restoration
is made, each person applying for an excavation permit must
file a certificate of insurance indicating that he is insured
against claims for damages or personal injury as well as against
claims for property damage which may arise from or out of
the performance of the work.
PUBLIC WORKS/SANITATION
The monthly service charges for city
refuse collection for residential and small commercial customers
shall be as follows:
1. The residential sanitation
rate shall be $12.00 per month. This charge will include
refuse cart collection service, rubbish and bulky waste
collection service, and leaf collection service.
2. The small commercial sanitation
rate for refuse cart collection service per cart shall be
$17.00 per month for one (1) pick up per week and $23.00
for two (2) pick ups per week. This charge includes refuse
cart collection service only.
